Job Title: Enterprise Architect III

Location: Remote to Washington, D.C.

Clearance Level: Active DoD - Public Trust

Salary Range: $129,500 - $194,250
SUMMARY

The U.S. Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO) is responsible for enabling the creation and sharing of business information in support of the HUD mission. The HUD OCIO manages the HUD portfolio of information and information technologies (IT) to ensure HUD's IT investments generate business value while mitigating risks.

The U.S. Department of Housing and Urban Development (HUD) Office of the Chief Information Officer (OCIO) is responsible for enabling the creation and sharing of business information in support of the HUD mission. The HUD OCIO manages the HUD portfolio of information and information technologies (IT) to ensure HUD's IT investments generate business value while mitigating risks. The HUD OCIO seeks a revamped and renewed establishment of a modern EA Support Services to make smarter IT investment decisions based on business outcomes, value, and business performance. The program will inform the acquisition of IT services with improved levels of quality and price and position the HUD technology landscape to support HUD's near- and long-term business performance. The EA Support Services shall enable HUD to achieve a variety of desired outcomes, including but not limited to business and IT alignment, increased collaboration and reuse, enhanced information and knowledge sharing, effective change management, increased cloud adoption, greater interoperability of systems and applications, fewer duplicative investments, improved business processes, and improved data integration. EA Support Services shall position HUD to meet increasing federal mandates for effective IT management and adapt to HUD's technical and business needs more rapidly. The EA Support Services support will integrate elements of strategy, planning, and engineering to provide HUD OCIO with a holistic view of the HUD IT portfolio - through a variety of lenses (e.g., acquisition, project management, technology, and cybersecurity).


JOB DUTIES AND RESPONSIBILITIES
* The Enterprise Architect III shall be responsible for designing architecture for an organization on an enterprise level.
* The Enterprise Architect III shall define system and application architecture and provides vision, problem anticipation, and problem-solving ability to organization.
* The Enterprise Architect III shall demonstrate expertise in a variety of the field's concepts, practices, and procedures within the EA field. The Enterprise Architect III shall rely on extensive experience and judgment to plan and accomplish goals of this PWS.
* The Enterprise Architect III shall perform a variety of tasks outlined in the PWS.
* The Enterprise Architect III shall lead and direct the work of others in tasks outlines in this PWS.
* The Enterprise Architect III shall have a wide degree of creativity and latitude is expected within the scope of this PWS.
* The Enterprise Architect III shall report to either the Senior Project Manager or Program Manager.
* The Enterprise Architect III shall demonstrate EA Repository experience with an industry leading EA tool.
* The Enterprise Architect III shall demonstrate experience with Federal Enterprise Architecture (FEA) framework, GAO EA Maturity Model, OMB EA compliance requirements and Federal Segment Architecture Methodology (FSAM).

SUPERVISORY DUTIES
* The EA III could lead a team of Business Analysts, Enterprise Architects and Solution Architects as we support the Client.

QUALIFICATIONS
Education, Background, and Years of Experience
* The Enterprise Architect III may at least a Bachelor's Degree from an accredited academic institution recognized by the U.S. Department of Education in one or more of the following disciplines in Business Architecture, Data Architecture, Application Architecture, Network Architecture, Security Architecture, or a similar discipline.

ADDITIONAL SKILLS & QUALIFICATIONS
Required Skills
* The Enterprise Architect III is required to have extensive expertise in full stack enterprise architecture, which encompasses a broad spectrum of IT disciplines and technologies. This role requires an understanding of high-level interconnections between on-premise datacenter infrastructure, mainframes, public cloud environments, application development/modernization, databases, code repositories, and testing tools.
* Candidates should be capable of integrating the above technology areas within the framework of Federal cybersecurity and enterprise architecture guidelines to generate business value for HUD.
* Experience supporting financial institutions or the federal budgetary process is desirable.
* Non-Technical Skills:
* Agile Defense is looking for a person with strong verbal, interpersonal and written communication skills; solid planning and organizational skills; able to demonstrate analytical, problem-solving, and decision making capabilities; a team player with the ability to adjust work pace to match client priorities and competing demand who can also work and excel independently; and, who exercises good judgment and diplomacy through sound business ethics that includes the protection of proprietary and confidential information.
