JOB ANNOUNCEMENT

Assistant Chief Engineer

Department of Transportation

Number of Positions: 1

Starting Salary: $129,936 - $146,376

This position will serve as the Chief Bridge Engineer for the Department and is responsible for design and execution of the capital bridge program and the inspection, repair, and maintenance of over 400 bridge structures including 36 operable/moveable bridges over the Chicago and Calumet Rivers. The position is also involved in the management of Bridge Permits, Harbor Permits, deep excavation review for public way improvements and other public way inquiries related to transportation structures and work along the navigable waters within Chicago.

ESSENTIAL DUTIES

  • Manages the activities of the Bridge Section within the Division of Engineering which includes the planning and design of the City's capital improvement projects.
  • Supervises 16+ professional and technical staff.
  • Prepares the multi-year capital program budget for the Bridge Section.
  • Coordinates and reviews the work of staff, consulting engineers, government agencies and contractors responsible for the design and construction of projects managed by the Bridge Section.
  • Directs the preparation of plans for major Bridge repair and improvement projects, Chicago Shoreline projects, the Chicago Freight Trolley Tunnel System, other tunnels, and the Chicago Riverwalk.
  • Ensures compliance with State of Illinois and Federal Highway Administration policies and procedures in the execution of Federal Aid design and construction projects.
  • Ensures all bridge and tunnel rehabilitation and repairs meet all state, federal and industry codes and other requirements.
  • Meets and confers with other departments and agencies to review project proposals and provide technical assistance on structural issues.
  • Represents the Department in interagency meetings and at public forums.
  • Oversees the National Bridge Inspection Standards (NBIS) Program.
  • Directs the preparation of project budgets, work schedules and administrative reports.
  • Oversees the preparation of work orders and design documents for the maintenance of the Department of Transportation's inventory of bridges and related structures.
  • Establishes and implements policies and procedures, quality standards and performance measurements for Bridge Section projects
  • Provides technical information at hearings and regulatory proceedings

Location: 2 N. LaSalle, Ste 820

Days: Monday - Friday

Hours: 8:30am - 4:30pm

THIS POSITION IS EXEMPT FROM CAREER SERVICE

Qualifications
  • Graduation from an accredited college or university with a Bachelor's degree in Civil Engineering or a directly related field of engineering, plus at least six (6) years of work experience in the planning, design and construction management of engineering projects of which four (4) years are in a supervisory role related to the responsibilities of the position; or an equivalent combination of education, training and experience, provided that the minimum degree requirement is met

Licensure, Certification, or Other Qualifications

  • Registration as a Professional Engineer (R.P.E.) is required. At the time of employment, positions must have obtained Registration as a Professional Engineer (R.P.E.) in the State of Illinois
  • Positions assigned to the Bridge unit must have a license as a Professional Structural Engineer (S.E.) At the time of employment, must have obtained license as a Structural Engineer (S.E.) in the State of Illinois.
  • Some positions may require a State of Illinois driver's license

SELECTION REQUIREMENTS

This position requires applicants to complete an interview. The interviewed candidate(s) possessing the qualifications best suited to fulfill the responsibilities of the position will be selected.

Preference will be given to candidates possessing the following:

* Previous work experience managing FHWA and IDOT funded projects and programs

* Previous work experience managing a bridge program for a municipality

* Previous knowledge of City of Chicago and IDOT standards and specifications

* Previous work experience designing repairs and larger scale rehabilitation of movable bridges
