The Manager, Finance Planning & Rates is responsible for the direction and execution of the Company's financial regulatory strategy, including all regulatory filings with the Illinois Commerce Commission (ICC) that pertain to the financial performance of the subsidiary. Our Manager Finance Planning & Rates directs the preparation of forecasts, strategic business plans and the need for rate increases. They are responsible for the successful completion of all base rate cases filed with the Illinois Commerce Commission. ESSENTIAL DUTIES: (Primary Duties and Responsibilities)

Ensure the timely recognition of investments that are in the rate base are aligned with strategic and operating business plans.

Responsible for strategic forecasting/planning relative to the impacts of the Company's financial regulatory strategy, specifically, the Company's 5-year planning process and acquisition due diligence.

Serves as key witness and supports regulatory activities consistent with individual rate case requirements.

Responsible for the direction of regulatory accounting guidance as-a-result of ICC order/precedent in compliance with ASC980.

Collaborates with other departments to ensure compliance with all regulatory requirements at the conclusion of regulatory proceedings.

Maintains long-term models and collaborates with other departments and functions to ensure targets are met.

Directs the full preparation of all base rate case minimum filing requirements as required.

Leads the preparation and review of rate case support schedules, exhibits, testimonies, and all answers to interrogatories, and directs any necessary revisions.

Provides direction to the Company's external legal counsel and consultants regarding all financial regulatory filings requiring their assistance. Interfaces with other departmental executives to determine future rate case adjustments.

Responsible for ensuring timely and accurate regulatory filings such as: QIPS, Earnings Reports, Tariff Supplements, Original Cost Studies, and any Commission directed requests for information.

Provides support for other regulatory filings including Asset Optimizations Plans, Long-Term Infrastructure Improvement Plans, and Annual Depreciation Studies.

Provides subject matter expertise and strategic analysis regarding the Company's acquisition and growth initiatives. Liaises with valuation consultants.

Prepares and reviews tariff supplements, schedules, exhibits, and answers to interrogatories related to acquisition application filings.

Participates in utility commission policy investigations to represent Company interests (Working groups).

Develops and maintains regulatory and legislative relationships in assigned jurisdiction.

Acts as communications liaison with certain Commission staff members.

QUALIFICATIONS (Required Experience, Education, Licenses, and Certifications)

BA/BS Degree in Accounting or Finance required with a thorough understanding of accounting and tax concepts.

8-12 Years of Related Experience

5+ Years Supervisory Experience

SAP experience is preferred

This position requires extensive experience with Microsoft Office and spreadsheet software (Excel)
