DEPARTMENT OVERVIEW
University of California Health (UCH) comprises six academic health centers, 20 health professional schools, a Global Health Institute and systemwide services that improve the health of patients and the University's students, faculty and employees. All of UC's hospitals are ranked among the best in California and its medical schools and health
professional schools are nationally ranked in their respective areas.
The Leveraging Scale for Value (LSfV) team is responsible for providing oversight of complex processes while executing targeted initiatives with the overarching goal of providing value through "systemness" across all of UCH.
Within various initiatives, the goals are increasing revenue, sharing best practices across the system, and achieving significant cost savings.

POSITION SUMMARY
The Pharmacy Benefit Manager (PBM) Operations Manager will manage the day to day operations of the UC Health PBM. They will be part of the UC Health LSfV team and have responsibilities to support initiatives leading to cost reduction, revenue improvement and overall sharing of best practices.
The PBM Operations Manager will be responsible for direct and indirect oversight of team(s) of experts who oversee the development, implementation and on-going operational management for the UC Health PBM programs. Core aspects of this effort include: (i) daily operations support for system-wide PBM operational initiatives; (ii) management oversight and evaluation support for Value Analysis teams - this will include teams focused on making changes to clinical practice; (iii) development, implementation and on-going support of a best in class PBM function for clients including the application of transformative initiatives; (iv) contract and compliance oversight.
This position will exercise a high level of judgement in selecting methods, techniques, and evaluations criteria for obtaining results. The position requires the utmost integrity, honesty, flexibility, and ability to work well with a wide range of internal and external stakeholders, including executive leadership across Health Systems.
Responsibilities
50% | Operations Support for PBM Operational Initiatives: Works with the UC Health strategy, pharmacy and self-funded teams on identifying, and then implementing PBM projects that will lead to improved plan performance for the UC Health supported plans. In conjunction with key stakeholders at UC Health and the medical centers, establishes appropriate project plans for each initiative that will ensure timely and successful completion. Serves as PBM lead for system wide PBM initiatives and provides project management support to the various teams in UC Health focused on Transformation. Works with appropriate individuals to break down barriers and to identify and establish mutually acceptable solutions. Works the project teams to ensure timely and successful initiative completion.

30% | Compliance and Oversight: Acting in coordination with the pharmacy, self-funded and legal/compliance team serve as the system wide liaison between clients and PBM. Serves as system wide liaison to break down barriers and/or to identify the required resources for compliance success.

20% | Value Analysis Oversight and Coordination Support for PBM Initiatives: Working with stakeholders at UC Health medical centers and in collaboration with the strategic sourcing team and Chief Procurement Officer, identifies and establishes the appropriate Value Analysis team for strategic sourcing initiatives. Supports the Value Analysis and strategic sourcing teams to establish goals and objectives and utilizing established project management tools develop and implement a project plan and timeline. Coordinates Value Analysis team efforts between strategic sourcing teams, data analytics, stakeholders at the UC Health medical centers and appropriate resources. Prepares regular update reports for key stakeholders (includes Chief Transformation Officer and UC Health Chief Procurement Officer) as well as other teams within UC Health - such as strategic sourcing teams. |

SALARY AND BENEFITS
Salary: Recommended salary range is $140,000 - $160,000 commensurate with experience.
