    THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

    This National Guard position is for a MAINTENANCE TEST PILOT (Title 32), Position Description Number D0615000 and is part of the IL AASF 2, National Guard.

    Responsibilities

    As a MAINTENANCE TEST PILOT (Title 32), GS-2181-12, you will perform maintenance test flights, maintenance operational checks (MOC) and acceptance flights of rotary and/or fixed wing aircraft. Administers the quality control management program of the AASF and supervise one or two employees engaged in the technical inspection of the aircraft.

    Major Duties - This is NOT an all-inclusive list:

    • Perform maintenance operational checks (MOC) and limited and general test flights of aircraft to ensure airworthiness upon completion of extensive disassembly for maintenance, repair, and replacement of modification of components of aircraft systems.
    • Plan and direct the quality control management program of the AASF.
    • Inspect shop facilities, management practices, fire prevention plans, ventilation systems, lighting systems, and aircraft and equipment records to assure proper shop and flightline safety for personnel and equipment in the maintenance area of operations.
    • Exercise overall technical responsibility for the performance of subordinate workers in such endeavors as precision measuring and test equipment calibration and certification, maintenance of the technical publications library, taking samples for the AOAP, inspection of aircraft maintenance work for conformance to established quality standards, and conducting tear down inspection to determine causes of deficiencies.

    Qualifications

    AREA OF CONSIDERATION: The areas of considerations for this position, Title 32 Excepted Service (32 U.S. Code * 709), will be in the following manner and sequence,

    • The FIRST area of consideration for this position will be all excepted permanent and indefinite temporary technicians within the ILNG.
    • The SECOND area of consideration will be all current Federal Employees.
    • The THIRD area of consideration will be all Federal re-employment eligible.
    • The FOURTH area of consideration will be applicants willing to become T32 Dual Status Technicians and gain ILNG membership.
    • The FIFTH area of consideration will U.S. Citizens.

    Military Grades:Warrant Officer Only

    MANDATORY QUALIFICATION REQUIREMENTS: The Dual Status technician must obtain and maintain all military certifications OR Federal Aviation Administration certificates; current aeronautical ratings, medical and flight physical requirements, and qualifications for aviation service, military skill requirements in training, education, certifications, and experience.

    GENERAL EXPERIENCE: Must have a competent understanding of the occupation's basic principles and concepts. Applicants should have a minimum of one year on-the-job experience in the grade (or a comparable military rank) immediately below the next higher level.

    SPECIALIZED EXPERIENCE: GS-12 Level - Must have working experiences in civilian aviation programs; or, in military service aviation programs (active duty or reserve components); or, in the Army National Guard Aviation Support facilities; or, in Air National Guard Wing/ Operations Groups. Must have at least 24 months of experience in specialized competencies in operating a specific mainframe military aircraft, mission planning, and mission preparation. Experienced in reviewing and analyzing mission tasking, intelligence, and weather information. Experienced in filing flight plans and conducting crew briefings. Experienced in aircraft preflight inspections, aircraft loading, and equipment assessments. Experienced in performing or supervising work procedures involved in navigation, in-flight refueling, search and rescue operations or surveillance and reconnaissance. Competent in conducting or supervising the training of crew members in simple to complex mission specific tasks. Experienced in developing plans and policies, monitoring operations, and advising commanders. Knowledge is required in flight theory, air navigation, meteorology, flying directives, mission tactics, and operating procedures. Experienced in the unit flying, explosive, and ground safety programs in accordance with Department of Defense, Department of the Army, National Guard Bureau, and/or Occupational Safety and Health Administration policies, regulations, and directives.

    One year of specialized experience equivalent to the lower grade level in the Federal service in order to be considered for this position.
