Part-Time Telecommunicator

Hourly Rate: $17.78

The Telecommunicator is responsible for taking calls for emergency and non-emergency assistance by phone and/or in person; decipher that information and dispatch appropriate police or emergency medical personnel as needed anywhere on campus 24 hours a day. The Telecommunicator monitors the College's emergency and alarm systems as well as retrieves and enters data into the A.R.M.S CAD system.

The Telecommunicator is on a schedule established by the Director of Public Safety, which could include rotating shifts, working weekends and holidays. Shift sign up is based on Seniority within the department and subject to change. Internal and external events occasionally necessitate an altered work schedule and mandatory overtime with interruptible lunch. This position involves frequent handling of confidential information and records. Minimal supervision is provided, the Telecommunicator must be able to work independently and accurately prioritize tasks. The Telecommunicator's workstation is located at the front desk/customer service window of Public Safety.

Essential Job Functions
  • Handle emergency and non-emergency calls for service; respond to in-person inquiries and requests from all visitors to the Police Department; provides information and assistance according to established procedures.
  • Maintain constant communication with all on-duty personnel and maintain a concern for security while paying attention to detail in processing citizen and police officer contacts.
  • Communicate with fire departments, police, ambulance services, and 911 operators.
  • Monitor the police radio and respond to Police Officer requests for information and assistance according to established procedures, using specific police terminology, as appropriate; provide confidential criminal/license/student information to on duty personnel.
  • Provide telecommunications back-up services in emergency situations including, but not limited to, natural disasters, civil disturbances, failure of other Telecommunications network/systems to victims, Police Officers, and other emergency personnel.
  • Monitor the College's emergency and alarm systems and communication devices; locate/process requests for computer, scanner, internet, and manual file information.
  • Monitor Mobil Data Computer (MDC) and relays information received according to established procedures.
  • Operate and enter data into ARMS CAD computer system; maintains complex computer and manual files.
  • Collect and log phone requests for the Department; makes phone calls for Police Officers as needed.
  • Log service requests for the Physical Plant as radioed in by Police Officers, contact Physical Plant Supervisor for after-hours emergency calls.
  • Respond to daily requests for reports, record checks; locate and disseminate reports according to established guidelines.
  • Code and enter reports and other documents into the Police Department's record system; retrieves data from the LEADS computer system.
  • Process request for information under the Freedom of Information Act (FOIA) per the direction of the Director of Public Safety.
  • Tag and release Lost and Found items; notify owners of recovered property as appropriate.
  • Contact the appropriate Police Officer and follows established standard operating procedures regarding the registration of sex offenders.
  • Assist the Director in the creation, review and storage of departmental forms and records, including locating and processing reports, preparing reports for long term storage, scanning and maintaining archived records systems.
  • Answer calls from the switchboard as established by department policy.
  • Maintain excellent public relationships as a representative of Parkland College.
  • Perform other duties as assigned.

Minimum Requirements:

  • High School diploma or equivalent GED.
  • Pass a skills proficiency exam, psychological test, and an extensive criminal background investigation, including a fingerprint check.
  • Must successfully complete LEADS (Law Enforcement Agency Database System) and IWIN (Illinois Wireless Information Network) Certification within one (1) week of employment.
    Verbal and mathematical skills sufficient to communicate effectively, prepare reports, analyze situations, operate the switchboard, and perform other duties.
  • Accurate typing proficiency.
  • Functional abilities in Microsoft Office Suite and other office related software packages.
  • Capability to multi-task, work well independently, problem solve, and relate well with various types of individuals.
  • Ability to handle serious/life threatening situations including remaining calm, alert, and following correct protocol to assist the individual(s) in need.
  • Work cooperatively in a team environment while upholding the highest standards of competency, professionalism, and integrity in all work, demeanor, and in communication with others.
  • Maintain proper dress code as determined by department policy.
  • In an effort to comply with SURS return-to-work restrictions for employers (40 ILCS 5/15-139.5), candidates for employment at Parkland College must either not be a SURS annuitant or must be willing to suspend his/her SURS annuity upon employment. This applies to all SURS annuitants except those receiving their annuity under either the Self-Managed Plan (SMP) or by lump sum payment.
